Sibanye-Stillwater welcomes US commerce dept’s preliminary determination on Russian palladium imports

JSE- and NYSE-listed Sibanye-Stillwater has welcomed the US Department of Commerce’s preliminary affirmative determination on March 6 regarding the countervailing duty (CVD) petition filed by the company, together with the United Steelworkers Union, on July 30, 2025.

The preliminary affirmative CVD determination is in addition to the positive preliminary determination announced on February 10 regarding the Commerce Department’s anti-dumping duty investigation of US imports of unwrought palladium from Russia.

The Commerce Department announced a preliminary CVD subsidy rate of 109.10% on imports of unwrought palladium from Russia to the US.

The preliminary 109.10% CVD tariff will become effective upon publication of the department’s final decision in the Federal Register, and will be added to the previously announced 132.83% tariff rate applied in the anti-dumping case, for a total preliminary tariff of 241.93% on all US imports of unwrought palladium from Russia.

In addition to the Commerce Department's investigations, the US International Trade Commission (ITC) is conducting a concurrent injury determination, with a final hearing set for April 27.

The ITC’s final decision will be issued on May 19.
